Public School Teacher Salary Increases

The Ministry of Education confirms that the recent increase in public school teacher salaries is a deliberate step to strengthen and retain a qualified public education workforce. Public school teachers serve the majority of our children, particularly in the Pa Enua, and have historically earned less than their private sector counterparts.

While private schools are not government-operated, they receive annual Government grants—amounting to approximately $2.7 million this year—to support operations. These schools remain free to set their own pay scales and employment terms through their Boards of Trustees.

This policy is not about exclusion but about equity—ensuring a fair and well-supported public education system for all.

Q&A – Public School Teacher Salary Increases

Q1: Why did the Government increase salaries for public school teachers?
To improve recruitment and retention of qualified teachers in public schools, especially in the Pa Enua, and to correct longstanding disparities in pay between the public and private sectors.

Q2: Why weren’t private school teachers included in the increase?
Private schools are independent entities. Their Boards of Trustees are responsible for managing finances, including staff salaries. Government does not set or fund private school salaries.

Q3: Doesn’t the Government fund private schools?
Yes. Private schools receive substantial annual operating grants from the Government – $2.7 million in the current financial year. However, how this funding is used is at the discretion of each school’s board.

Q4: Are private school teachers being treated unfairly?
No. Private schools have always had the freedom to set their own salaries, many have historically offered higher pay than public schools. The Government’s action simply brings greater equity to the public sector, which educates most of the nation’s children.

Q5: Can private schools raise teacher salaries if they choose to?
Yes. Nothing prevents private schools from adjusting salaries. The decision rests with their Boards of Trustees.

Q6: Will this change the relationship between Government and private schools?
No. The Government remains committed to supporting all learners through partnerships and funding arrangements, while respecting the independence of private institutions.

The Government’s decision does not diminish the contribution of private school teachers; it simply acknowledges the duty to strengthen our public education workforce-the largest in the country and the one that supports most Cook Islands children.

This is not about dividing sectors. It is about responsible stewardship of public funds and ensuring that every child in the Cook Islands has access to a quality teacher and a strong, well-resourced learning environment.

We encourage private school boards and communities to continue engaging with Government through constructive, informed dialogue. Our shared goal remains: delivering the best possible education for every learner in the Cook Islands.
